PayPal limits the access of the users accounts for various reasons which include suspicious transactions & activities in the account, aggressive usage of the account like shopping or placing multiple orders in very short span (to prevent misuse of the card), and some times they limit the account access when the user receives a huge sum of amount which is not a regular thing happening with the account, limits the access of the account for having multiple accounts and when they notice that one of your accounts is indulged in activities which are against the PayPal company policies and many more reasons to be listed in this space.
