Very powerful tools you could use to experiment with CSS are available for free.

Mozilla Firefox and two extensions. EditCSS and Web Developer down in the developers tools section. EditCSS allows you to load the CSS of a document into the sidebar and edit it in real time to see what effects you are having in real time. Truly an awesome tool. And the ultimate tool bar that no web designer should be without, Web Developer. If nothing else it has a function that can outline all elements in your document as you are viewing it from firefox. Great to see what’s going on with your elements. Used together these make great tools to play with CSS. And they are totally free.

Why CSS?

 This argument comes up allot. Why use CSS when table based layouts work? The biggest reason is because of expandability. Table based layouts visually get the job done. If you have good eyesite and a half decent browser everything for the most part is fine. However they do a poor job addressing everything else. And most people with an internet connection do. So you would be able to reach about 85-90% of your users with tables. Not bad. But with proper use of CSS you could reach more if not all of them, and make your life so much simplier. Using CSS you do a fair amount of work upfront (at least when you start using it) but do little work later
